On set up of your Lncal-only BBS, I would give your local sheriff and town marshall or constible a free user account, some number of other user accounts that he or she may delagate the use of, and a commitment to co-operate with them to police your net. In the USA, EXCEPT California, I'd not give these things to 'Police Chiefs' because they are unelected. Let your users know, that one way or another the law will be enforced on your BBS or net. *
